I just recently released my game, and I used the following softwares to edit the tilesets. Aside from Steam's own forums, already has a listing for the engine, and is the RPG Maker MV resource section on the official forums. And every software will have their own effects, and filters you could use. The usual suspects will probably gradually accrue resources specifically for MV.
